Who's Right?

Have you ever experienced riding on a jeep/fx then suddenly an MMDA enforcer stopped the jeep/fx that you were riding? I have. After the MMDA enforcer caught the fx that I was riding in,
a question suddenly bumped into my mind; who is on the correct side, the driver or the enforcer?

Maybe you have heard of a driver whine about those MMDA enforcers whom they often call "buwaya". That they (MMDA enforcers) are not doing their jobs well. Again, I have
heard of that. I even had a conversation with the driver and found out his opinion about this.

[This conversation is in Filipino language.]

DRIVER: PI na mga green boys na yan, hindi nila ginagawa ang kanilang mga trabaho na maigi.
AKO: Bakit niyo naman po nasabi yun?
D: Aba'y nagtatago sila tapos bigla na lang lilitaw at manghuhuli.
A: (napapaisip)
D: Yang mga yan, magagaling magtago at manghuli. Hirap na nga kami sa kita namin eh tapos mababawasan pa dahil sa kanila.
A: (tuloy pa rin sa pakikinig at pag-iisip)

I summarized it a bit, but what bothered me was the line when he said, "Aba'y nagtatago sila tapos bigla na lang silang lilitaw ang manghuhuli."
I wonder, who was on the right side, the enforcer or the driver? In my opinion, the MMDA enforcers are doing their jobs very well. Those drivers whine about violations that
they "didn't" commit but they really do. And about the MMDA enforcers hiding, I think that is a very good strategy to see who are following the traffic rules.


These drivers don't have the rights to complain about the MMDA enforcers. If those drivers don't want to be caught by MMDA enforcers, they should follow the traffic rules
and never break it. Even the slightest violation can be seen not only by the enforcers, but other people as well. Even if there are no police enforcers around, as a Filipino citizen, they (drivers) should follow the rules. These are only simple rules but people tend to take it for granted.
